为贯彻国家林业局关于森林公园规划建设的精神，奠定公园森林旅游业可持续发展的基础，阿尔山林业局委托中国科学院沈阳应用生态研究所景观生态室承担森林公园的总体规划工作。阿尔山林业局同时成立了阿尔山国家森林公园总体规划的领导小组。
规划小组在认真研究了公园有关材料，做好必要工作之后，于2000年5月4-10日到达实地进行外业调查、资料收集，内容包括：旅游资源、自然地理情况、社会经济情况、基础与服务设施条件、旅游需求和社区居民参与态度，在此基础上以部分林业行业标准为依据，以国家旅游产业政策为导向，遵循可持续、可操作、生态美学等原则，编制总体规划，并以信函、座谈等形式广泛征求了各方面的意见。
本规划汇聚了许多领导、专家、学者及公园员工的心血，是集体智慧的结晶。整个过程中，得到了国家林业局森林公园管理总站，内蒙古大兴安岭林管局，阿尔山林业局，阿尔山市有关部门的大力支持与帮助，在此一并致谢。
我们衷心希望，通过实施本规划，使阿尔山国家森林公园以独特的风格。优美的生态环境迎接中外宾客，为阿尔山林业局、阿尔山市的经济和社会发展做出贡献。

To implement the spirit of State Forestry Administration to build Forest Park and establish the foundation for sustainable development of Park Forest tourism, Arxan Forestry Bureau commissioned the landscape ecological chamber in Shenyang institute of applied ecology of Chinese academy of sciences, to assume the overall planning of Forest Park. Arxan Forestry set up a leading group to finish the Arxan National Forest Park Master Plan.
After carefully surveying the relevant materials and prepared the necessary work, on May 4-10 2000, in the team went on filed trips to collect data, including the tourism resources, natural geography, socio-economic situation, infrastructure facilities and services, tourism demand and community residents to participate in attitude. Based on the above forestry industry standards, followed the national policy-oriented of tourism industry and the principles of sustainable, operational, ecological aesthetics, the team established the master plan and solicit opinions from all sides by means of letters, seminars and other forms.
The plan brought together a number of leaders, experts, academics and park staff's efforts which is the collective wisdom. Throughout the process the team received the support and help from the National Forestry Forest Park Station, Great Khingan Forest Authority, Arxan Forestry, some relevant departments in Axran city. We appreciate the support and help from all the above teams so much.
We sincerely hope that, through the implementation of the plan, Arxan National Forest Park is going to be a unique style forest park. Arxan Forestry Park, as a beautiful ecological environment to attract visitors from home and abroad, which will contribute to the economic and social development of Arxan city.
